Programme: 7FP, ERA NET

Project title: Coordinated Integrated Pest Management in Europe

Contract nr: FP7, KBBE, 618110

Acronym: C-IPM ERA NET

Project duration: 2014-2015

Main coordinator: Antoine Messéan, Institut National de la Recherche Agronomique, Eco-Innov, F-78850 Thiverval-Grignon, France

Polish partner: prof. Edward Arseniuk, DSc, Plant Breeding and Acclimatization Institute, National Research Institute, Director of IHAR-PIB, Department of Plant Pathology, Radzików

Main objectives:

In 2013, a consortium was formed, submitted the relevant documents to the European Commission and the ERA-NET C-IPM has been approved for implementation beginning with 2014.Contractors project from IHAR-PIB will be prof. Edward Aresniuk (Department of Plant Pathology, Radzików), prof. Jerzy Czembor, (Department of Plant Breeding and Genetics, Radzików), Elżbieta Czembor, assoc. prof. of IHAR-PIB (Department of Grasses, legumes and Energy Plants, Radzików) and Tomasz Goral, PhD (Department of Plant Pathology, Radzików).

The overall objective of the C-IPM is to create synergy in projects of national research programs, of European initiatives and activities of the private sector in the field of integrated pest management, to ensure a higher level of implementation of integrated plant protection products among European farmers.

Work packages:

WP1 - Develop a Strategic Research Agenda on IPM in Europe - Prof. dr hab. E. Arseniuk, prof. dr hab. J.H. Czembor

WP1 is the core WP of C-IPM. It develops the Strategic Research Agenda on IPM based on shared priorities resulting in jointly funded programmes on IPM. Based on outputs of WP2, WP3 and WP4, partners in WP1 will define the joint programme of C-IPM, which will then be implemented in WP5.

WP2 - Mapping and analysis of existing research based on future needs - Prof. dr hab. J.H. Czembor

WP2 objectives are:

  • Update SCAR CWG map of national IPM research programmes, including existing national and EU funded research on IPM, and identify opportunities for better coordination and joint initiatives;
  • Share outputs of existing IPM research programmes;
  • Map existing linkages between research programmes and initiatives towards coordination of IPM research in Europe;
  • Identify areas where experiences on IPM can be applied beyond their area of origin;
  • Identify priorities and lay the groundwork for the implementation of joint activities.

WP3 - Mapping and analysis of minor uses problems and possible IPM solutions - Dr hab. Elżbieta Kochańska-Czembor, prof. nadzw. IHAR-PIB

The objective of WP3 is to promote longer-term IPM solutions including the sustainable use of chemical Plant Protection Products in accordance with Directive 2009/128/EC on the Sustainable use of Pesticides (art. 14 and Annex III) in minor use. This WP complements existing activities such as EPPO, the OECD working group on minor uses and other national and EU initiatives towards the sustainable coordination of joint research activities on solving minor use problems.

WP4  - Analysis of IPM-related infrastructures and capacities - Dr Tomasz Góral

The main scope of WP4 is to identify, set up and manage joint activities complementary to the research project that can contribute even better to capacity building and realization of the objectives of the strategic research agenda/priorities the consortium will set up. This is particularly true for those Members States that want to strengthen their research systems in this thematic area but do not have enough resources, are at the beginning of the process in the IPM area or have fragmented-delocalized research-assistance structures (regions). In this respect, as well as in respect to the integration of the joint calls for research, it is useful to promote convergence of national activities through various joint actions:

  • analysing research infrastructures and capacities that can contribute to a better coordination of national IPM-related programmes: information systems and platforms, databases, experimental resources and facilities, mobility programmes, human resources.
  • identifying synergies and potential added value to network existing capacities, for example: databases and online platforms pertinent to crop protection, operational links among experimental resources and facilities, network pest monitoring systems.
  • proposing joint integrating activities related to capacities;
  • developing capacity building on IPM via mobility actions and training initiatives

WP5  - Develop and fund joint transnational calls - Prof. dr hab. E. Arseniuk, prof. dr hab. J.H. Czembor

The objective of WP5 is to prepare and implement joint transnational calls in IPM and in minor uses. At least two calls are foreseen within the framework of C-IPM.
Based on the common agendas developed in WP2, WP3 and WP4, WP5 will implement joint research activities by organising transnational programmes. This will be achieved by adapting instruments, mechanisms according to other ERA-NET and/or the NETWATCH Learning Platform ERALEARN recommendations needed to enable joint transnational activities including common calls, common evaluation, and coordinated funding sources.
